This fall, HDC welcomed Hamburg School Apartments in Hamburg, PA and Hartley Hall Senior Housing in Pocomoke, MD to its portfolio. Both affordable housing communities will be managed by HDC.
Hamburg School Apartments, a 50-apartment community featuring one, two and three-bedroom apartments for families, is currently under construction.
The development will honor the town’s history by repurposing an old school into modern apartments, while also featuring a newly constructed building. In partnership, Foundation Development Group is developing the community and HDC will serve as a property manager. HDC will also provide resident services to connect residents to community resources like health and wellness programs, household budgeting and financial coaching, and access to food programs. The community is now leasing and accepting applications.
Hartley Hall Senior Housing includes 20 one-bedroom apartments for seniors ages 62 and older. The community is owned by East Coast Property Management, and is located just a few blocks from Newtowne Apartments in Pocomoke, which is also managed by HDC.

Wendy Smith serves as the Vice President of Property Management, responsible for the overall strategic direction for HDC’s management portfolio and the organization’s largest staff team. Previously, Wendy served as Asset and Operations Manager for a leading real estate firm based in New York City which owned over 11,000 affordable homes. Since 2008, Wendy has held roles in regional level operations for commercial and for-profit housing agencies. Wendy holds a degree in International Studies.
