Phase 1 College Avenue Development

The development at 213 College Avenue is Phase 1 of a larger plan to redevelop the former UPMC/St. Joseph’s hospital site into a mixed-use site. We have been working diligently on this development over the last 18 months and are hopeful to break ground in summer 2022. This development is meeting the need for affordable housing in Lancaster and aligns with the priorities defined in the Lancaster County Places 2040 plan, the Lancaster City Alliance Building on Strength, and the City of Lancaster Interim Housing Strategy.

Phase 2 will focus on the adaptive reuse of the Delp Wing of the St. Joseph’s Hospital main campus, in partnership with Milagro House. Details are still being defined.

Plans for Phase 3, at 838 Marietta Ave., and Phase 4, on Wheatland Ave., are still to be determined. There are no plans to put a multi-level apartment building on the site for Phase 4, and we understand the desire to preserve the mature trees on the lot.
