What: Application Intake Day is an opportunity for applicants to submit their fully completed Flats V application in person. Applicants may also attend to pick up a blank paper application. The Flats V Application Drop Off Box will also open outside during the event.
After Application Intake Day:
Applications must be mailed to or left at the Drop Box located outside of The Flats Phase III

Flats Phase V Senior Housing is a new 53-unit affordable housing community for adults 62+ with a special population preference. The community is being developed to provide safe, comfortable, and welcoming homes in Wilmington’s historic West Side neighborhood on the 400 block of Bayard Avenue.
Managed by HDC MidAtlantic, the community is designed to support independent living while helping residents stay connected, active, and supported. Amenities will include professional on-site management, supportive services coordination, and 24/7 emergency maintenance, along with laundry facilities and community spaces on each floor. Apartments will have tall ceilings with fans, large windows, tile backsplashes, and granite countertops.
Residents will also have access to comfortable lounges, a fitness center, a library, a Wellness Room for visiting healthcare and wellness providers, and outdoor spaces with raised garden beds and on-site parking. Located in a walkable neighborhood with access to public transportation, shopping, restaurants, banking, the library, and Woodlawn Park, Flats Phase V is intended to create a supportive community where seniors can feel at home and thrive.

Wendy Smith serves as the Vice President of Property Management, responsible for the overall strategic direction for HDC’s management portfolio and the organization’s largest staff team. Previously, Wendy served as Asset and Operations Manager for a leading real estate firm based in New York City which owned over 11,000 affordable homes. Since 2008, Wendy has held roles in regional level operations for commercial and for-profit housing agencies. Wendy holds a degree in International Studies.
