Our partnership with Landis Quality Living is an inspiring example of this kind of collaboration.
HDC MidAtlantic and Landis share the common vision of providing quality housing for local seniors while prioritizing resident quality of life as they age. Landis has over 55 years of experience developing and managing senior living properties in Lancaster County. Landis and HDC previously collaborated on the senior development Mountain View Terrace in New Holland, PA. We are proud to partner with an organization that has such a strong legacy of serving our community.
HDC and Landis are currently working together on a mixed-income, mixed-use development to serve older adults in Millersville Borough. This development, called The Landis Place, will combine low-income and middle-income housing options in Millersville’s downtown district, on a land owned by a third partner, Immerse International.
As part of The Landis Place, HDC and Landis intend to develop new construction affordable apartments called Manor View Terrace for seniors 62+. The community is expected to include 37 one-bedroom and 8 two-bedroom apartments and will be available to seniors with household incomes between $12,640 and $43,320. The total development cost will be approximately $17.5 million. HDC’s Resident Services and a Landis Care Navigator will work on-site, assisting residents with physical and nutritional wellness, social well-being, and life-long learning. A range of partnerships with local institutions, including Millersville University, will connect residents to the community and cultural opportunities for enrichment.
HDC will be applying for Low Income Housing Tax Credits for this development in summer 2022. If awarded, construction is likely to begin in fall 2023. We are excited about this potential new affordable community that will provide critical housing opportunities for Lancaster County residents, and we are thrilled to be able to do this work in close partnership with Landis Quality Living. Together, we can do more.

At HDC, we are committed to raising up resident voices and opening doors so that residents can actively participate in the democratic process, speak out on issues important to them and their communities, and communicate how policies affect their everyday lives. We believe it is important to make the time and space to listen, and to support resident leaders in effectively using their voices. We support resident advocacy opportunities through our Resident Academy of Leadership & Inspiration, Voter Registration Drives, and holding constituent meetings and tours with elected officials.
We know we can’t solve the affordable housing challenge alone. We need champions to help change the conversation around what home means and why it matters. We are committed to educating elected officials to understand the needs and challenges of their constituents. We are here to provide solutions that work and offer affordable housing expertise that demonstrates the impact policy decisions have on lower-income families, seniors and those with disabilities. Wendy Smith serves as the Vice President of Property Management, responsible for the overall strategic direction for HDC’s management portfolio and the organization’s largest staff team. Previously, Wendy served as Asset and Operations Manager for a leading real estate firm based in New York City which owned over 11,000 affordable homes. Since 2008, Wendy has held roles in regional level operations for commercial and for-profit housing agencies. Wendy holds a degree in International Studies.
